NBAA reports that flight clearance lead times for India are about to get shorter. At issue has been the long lead time required for both landings and overflight clearances. Currently, it requires 7 working days to obtain a landing clearance and 3 working days to obtain an overflight clearance in India. So, in certain situations it could take up to 11 days to obtain a landing clearance. In 2010, the NBAA Intl Operators Committee began working with the US India Business Council (USIBC) to address the issue. By Jun 2011, the committee's efforts led to a letter signed by NBAA Pres & CEO Ed Bolen and USIBC Pres Ron Somers, asking India's Directorate General of Civil Aviation (DGCA) to consider streamlining the clearance procedures for overflights and landings in India. Three weeks later, India's secretary of civil aviation indicated his agreement with the points of the letter and instructed DGCA to conduct a study of the issue. The study was conducted in early 2012, and by Nov 2012 NBAA had received word that the shortening of lead times had been approved and that DGCA would issue a civil aviation regulation (CAR) in that regard in the near future. According to NBAA, preliminary information indicates the new CAR will reduce the lead time for landing clearances from 7 to 3 working days and overflight clearances from 3 to 1 working day. Furthermore, the association says operators should expect a 6-month trial period of the new CAR, after which DGCA may further reduce its advance notice requirements.
